CAL question

Hi, i just setup a new small business server 2003 standard for the computer i work at. My question is the CALs. The company has 20 workstations needs to be access this server, so i need to buy 20 cals from microsoft. Here is 2 kind i found on the DELL website, which one should i buy and what is the difference by users and devices? i am alittle bit confused. Please help, thanks.
