eramz - Welcome to the Board :)
Your first task is to check your hard drive ....

Start > Run type in cmd > Enter

At the flashing cursor in the Command Window type cd\ > Enter

At the C:\ prompt type chkdsk /r (note the space) > Enter and accept the message to run at the next boot - reboot.

The thing is, I can't even get onto my desktop.

When I turn on my computer (after the Dell logo comes up) it goes directly to the black screen with all the options. Safe mode, start windows normally, etc. When I try safe mode, after I select Windows XP, it goes directly to the blue screen.

When I tried Start windows normally, (or any other option for that matter) it goes to the Windows XP logo with the green scrolling bar for not even 2 seconds and then goes to the blue screen.

It really would have been helpful to have added that detail to your first post :)

Which model Dell do you have? I believe some models have onboard diagnostics - check out your manual for further details and run if possible.

I suspect a hard drive problem.

Ok, so first I looked at the lights in the back panel. The colors changed around for a while, but then stayed at green.

Also, when I tried to run the diagnostics, it would take me straight to the black screen that says "We are sorry for the inconvenience.." with all the options like safe mode and start windows normally etc.

If the lights settled on all green according to the manual all is well with the hardware, but there is still a problem on the drive, IMO

Do you have your Dell installation CD? - these are generally a full version of the OS rather than a Recovery CD, AFAIK

Boot from the CD and enter the Recovery Console .....

How to install and use the Recovery Console in Windows XP

This is the part you need ....
At the command prompt noted above type chkdsk /r (note the space) > Enter. Chkdsk should run.
