all programs menu

When i go to start, all programs, and right click i am unable to access the command menu. The screen flashes and nothing happens. I also cannot rearrange the listed programs. Any solutions? Thanx

I may be having a serious 'senior moment' here but I'm not sure what you mean.

As to arranging them, you can make some changes. In your user account under Documents & Settings and in the Programs section of the Start Menu, view and arrange icons. Same thing with the All Users account.

 

Right click on Start button > Properties.
Click Customize.
Click Advanced tab.
In the scrollable window, check 'Enable dragging and dropping'.
Ok and Ok.
