Administrator restrictions

    I am now unable to click on links to internet pages or email addresses in emails sent to me. A message shows "this operation has been cancelled due to restrictions on this computer. Contact the system admiistrator ". This has only recently happened. I am the administrator as the only user of the lap top. I do not know how or which setting to change. Can any oone guide me please. I have vista.
