action cancelled

When I try to open a web site I get the message: Action Cancelled. I.E. was unable to link to the web page you requested. If I get off line and reboot it usually helps - but I am tired of having to do that all the time. Any suggestions?

Is this random ? or does this always happen at a paticular web site ? and just it, or others to.

give us a bone here not much to go on.

Internet explorer version ?
operating system ?
connection servise ? one or severall
differnt browsers used ?
