I want to buy a graphic tablet, such as http://www.penpowerinc.com/product.asp?sn=406
It said that Windows 8 desktop mode / Windows 7 / Vista / XP is required, what does it mean? I do have a windows XP cd, should I install it in the tablet?

No - the tablet comes with drivers for the OS's mentioned. You will need to install these on the PC.

A graphics tablet is only a replacement/substitute for a mouse which enables more precise control in the way of pen on paper.

To use a graphics tablet it must be connected to a PC in the same way that a mouse would be.

Seems to me that what you may require is an iPad or similar - I guess you can write/draw on those with a stylus - I have no i-devices whatsoever and can't comment on that.

I want a device which can be making notes while in conference. For example, an expert writes a wire-frame of wen site, I want to draw it quickly and export it to a image file for future reference. In this case, mouse is not helpful, it is slow and inaccurate. I think writing on the tablet with a special pen might be a choice.

I know some laptop-table combo could be an option but it would be expensive.
