3crtos.dll not found

3crtos.dll not found at startup. anybody have an idea what app. this dll might come from. have search hd, web and unable to find any reference.

only things different on my machine is i recently installed norton utils 2002 basically cuz i needed the ndd function on diskette. when i ran the integrity check it did find numerous errors which it supposidly fixed. my guess it became missing during that function.

everything on my system seems to work. and based on part of the name of file i am making assumption something to do with graphic or monitor. but what?

ideas would be appreciated.
