I suggest you run System File Checker - it may or may not fix the issue ....
All I can suggest is that there is a fault with the webcam or the connections to it. Does the web cam fail at all positions of the lid? If not...
Have you checked in Services that the Windows Search Service is running and if not are you able to start it? Have you tried this .......
Another thought .... Go into Device Manager and uninstall the webcam under Imaging Devices and then do the Scan for hardware changes command...
One suggestion is to use System Restore to a date prior to the issue arising.
