I have a pair of Toshiba 2.0TB external drives. One has files on it and the other is blank. I connect the two using two USB ports on computer. I want to transfer the data from the one to the other. The new external drive says it can transfer speeds at 5.0gb/s using USB 3.0 or 2.0 connections. The Toshiba that has the files on it has nearly the same transfer speed advertised yet when I start transfer the graph shows the transfer at 12.0mp/s at best.

I would imagine that as you are transferring data from one ext drive to another ext drive that there will be a loss of speed due to passing through the PC OS.
You don't mention whether the drives are SSD or HDD.
The length of the USB cables and similarity may also play a part in transfer speed.
    Just my thoughts.

transferring from HDD to SSD though PC OS. Thinking about copying files to OS then to SSD.

    Still on W7 Pro 64bit?
There will be a difference in transfer speed between HDD and SSD.
    Are you moving to W11?
    Your next build project.o_O;)

I'm on W11 Pro with this Build and on my 2019 HP Notebook with W11 Home. (both 64bit).
No problems now. I had a problem with TPM setup on this Refurb X570 M/B. But it's all sorted now.
    W11 is quite responsive.
My "Insider" dedicated Desktop was automatically installed with W11 a few months back. All OK.

Well after failures of 2 SSD units, I finally got a HDD and tried my transfer again. USB 3.0 and NFTS format seem to increase speed although the speed is steady at 20mbps but occassionaly falls to 0 bytes and then back to 20mbps and then back to 0 bytes and this may go on for 2-3 minutes or longer. The MP4 files are on an Internal HDD and I want to copy them to an External HDD. It was no problem copying them to the internal HDD.

Sorry about that. I am still using W10. I discovered the HDD I purchased can only be formated in FAT32. I am trying now to send it back for refund.

Are you sure about that? Can you post a link to where you're seeing the FAT32 limit?

One big limit to FAT32 is that it can't/won't work with files that are larger than 4Gb.

[Sorry about that. I am still using W10] You should update your info in Preferences.

When I checked to see what your Details were, it shows W7 Pro 64bit OS.
That's why I posted that link which gave help for W7 problem.

    Steve's query:
[Can you post a link to where you're seeing the FAT32 limit?]
This comp (W11 Pro) in Format > File System > .gives me 3 options. NTFS.
    FAT32 (Default)
    Ex FAT.

That is a complete overlook by me. Forgot to update those items.
    As for the HDD this is the printed description;
    • Type: External hard drive

    • Color: Silver / Black

    • USB interface: USB 3.0

    • Hard disk type: 2.5 "hard disk

    • Capacity: 2TB (2000GB)

    • Disk rotation speed: 5400rpm

    • Note:
      1. Only support systems: 2000, XP, WIN7, WIN8, WIN10
      2. Not supported: PS4, XBOX, Mac OS, car system and other systems
      3. The exfat format must be selected when formatting for the first time.
      4. PS4 and XBOX cannot be used.
      5. Formatting can only be done on Windows.
      6. Cannot use NTFS format, otherwise the product will be damaged.

Looks like you will have to select EXFAT to Format.
