I have a StarTech adapter that attaches to a 2.5 SSD and then into a USB 3 port. I know there is data on the drive, but it does not show up in the device manager. Do devices such as these need to have power? Or should they be 'plug-and-play' ?

Does it show in Disc Management?
It may need to be Initialized.

I have a SATA adapter to USB 2 to which I connected a brand new Seagate BarraCuda Q1 SSD. 480GB cap.
I just plugged it into this comp with USB 3 port and it shows in both Device Manager and Disc Management as above capacity Unallocated.

The adapter has an extra USB connector which I did not plug in.
If your SSD has Data on it - you may have MBR or GPT conflicts depending on how old it is.

Is this the type of unit you are using?

If it's a sata to usb converter, then the sata drive will also need a power source, whether it's ssd or not.

This link shows the type of unit I possess and used as explained my Post #2.
Interestingly I have connected to both of my HP laptops running on battery alone and everything showed up as I noted with only one USB plugged in.
    https://www.amazon.com/High-Speed-Dual-Drive-Adapter/dp/B01JUBGRAQ

I note your specs state you are using Vista as your OS.
My comps are all running W10 (Pro or Home) so this may be the reason you are not seeing the SSD.

I've just taken the time to connect my Vista 64bit HDD and boot up and I connected the SATA to USB adapter with the 480GB SSD and plugged it in to the comp and Vista requested the DVD setup disc to check for
    Drivers for the Adapter.
It was unable to find any and suggested a trip to the manufacturer of the adapter for drivers.
I then opened Disc Management and the SSD was shown as Disc1 Unallocated.
Right click on the unallocated space brought up the Simple Menu Volume and I could proceed from there if I wished.
Device Manager also showed the Adapter with the SSD and Properties > Volumes > Populate all worked.
More info to make you scratch your head?

    Your Adapter may be Faulty??
    Have you got GOOD connections?

Yes, that is exactly the connecting device. Here is a screenshot from disk mgt if that helps:
    upload_2021-1-3_16-53-59.png

When I plug it in I get a message from Windows indicating it is not recognized.

Hm, so just connecting the adapter between the SSD and the PC won't work, like RetiredLearner indicated??

What you are saying is that Disc 2 (E: ) is your printer?
Why not disconnect it while you try your Adapter with SSD? You won't need a printer connected while carrying out the process.

Not the printer itself but a USB-port on it.

The screnshot you posted shows "My Passport". That's a portable USB hard drive made by Western Digital. It has only a usb cable, thus no additional power is needed for it. But you must connect it to a powered usb port. The printer usb port probably is not a powered usb port.

Your first post states you are using a Startech adapter. This adapter most likely has a sata power port and you'll need to provide power to it. Did you remove the drive from the Western Digital case?

    What exact model Startech adapter?

    This one:
StarTech USB3S2SAT3CB USB3.0 to 2.5 SATA HDD Adapter Cable
It has what I presume to be USB3 connector (blue color) which is what I plugged in to one of the two USB ports on the PC, same as the Passport is.

I suppose the adapter could be faulty, but it's not been used for quite some time and has been in my 'drawer of cables.' Nothing to make it 'go bad' .And as far as I can tell, the connections are good.

I was under the impression that part of the SATA connector end provided power and the other half for data. No? If not the case, how do I provide power to the SATA SSD externally?

The Amazon link shows the type of adapter with the extra USB power connector. Post #4.
But why does it work OK on my comps with ONE USB connected?

    Provided the adapter specs.
Did not remove the drive from its case (Crucial 2.5" SSD - NOT the Western Digital. That one works fine!)
Adapter does NOT have a power port

Your cable has a sata connector and a power connector. The small one is the sata and the large one is power.
The startech site says it's USB powered.
That means the USB port on the computer MUST be a powered USB port and it must provide enough power to run the drive.
Per the startech site about 50% of the reviews state the cable does not work on all 2.5" drives or on all computers.
I would invest in something like this: (which is what I have always used)
    https://www.amazon.com/EYOOLD-USB-Converter-Adapter-Optical/dp/B073SB3PD4

See the FAQs & Support here:
    https://www.startech.com/en-us/hdd/usb3s2sat3cb

How can I tell if my hard drive adapter can power my hard drive?
The hard drive adapter requires power from your system's USB port. Although you can plug in any standard SATA drive, USB ports only supply a limited amount of power and are not able to power all of the SATA drives plugged into the cable.

As a general rule, the hard drive adapter only supports 2.5 in. hard drives (HDD) and solid state drives (SSD). 3.5 in. drives typically require a 12V power connection, which is not provided by the USB port or the hard drive adapter.

The power capabilities of the USB port combined with the power requirements of the attached drive will determine if the hard drive adapter will work in your setup. The power (in mA) supplied by the USB port must be greater than the requirements of the drive.

If you are using a USB 2.0 port, your port will only be able to supply a maximum of 500 mA (0.5 A). If you are using a USB 3.0 port, your port will be able to supply a maximum of 900 mA (0.9 A).

You can usually find the power requirements of your drive in the technical specifications on the label of the drive or on the manufacturer's website.

Tony, thanks for all the info. If I really don't need the three 'heads' on the adapter - just the 2.5" SATA HHD, would this item probably do the job?:

Unitek USB 3.0 to SATA III Hard Drive Adapter Converter Cable for 2.5 3.5 Inch HDD/SSD Hard Drive Disk and SATA Optical Drive with 12V/2A Power Adapter, Support UASP
