I have a new Windows 10 gaming machine I had built for me back in July. It's working great except for the fan is constantly rev'ing up and down, but I'm not doing any intensive tasks. I didn't have this problem in my previous Windows 7 machine or even my Windows XP machine.

There's nothing in the task manager that is really being pegged, cpu-wise, when this happens, we're talking Firefox goes up to maybe 3%, for example.

    I have:
    • AMD Ryzen 5 1600 six core processor (no huge spikes there when fan ramps up)
    • 16 gb of ram (currently 18% of that is being used via the task manager)

No networks spikes or anything, I get the fan speed variation doing simple things like following a hyperlink in a browser. I also turned off pretty much everything in privacy and notifications just to eliminate any unwanted network traffic going on in the background.

I did some googling and some people have had the problem with multiple video card drivers installed, but via device manager I only see my GeForce GTX 1080 under display adapters.

Anyone have any ideas how I can normalize my fan, the constant rev'ing up and down is really annoying.

Are you sure that it isn't full of dust bunnies? That would be my first thought.

    Welcome to WindowsBBS :)

You don't state which fan is apparently giving you the problem - the case fan(s) or the CPU fan. I suggest you download Speccy Free from Piriform and monitor the temps, CPU in particular and see if the fan peaks correspond to temperature peaks. Expanding the CPU section in Speccy will show you the CPU fan speed and CPU temp.

Generally speaking case fans run at a constant speed although there may be exceptions, but the CPU fan speed usually responds to changes in CPU temperature.

I believe it's the CPU fan.

Via Speccy, the CPU (all cores) is spiking from 28C (low fan) to 36-39C (rev'ed up fan) when I do simple web browsing. CPU fan speed is going from 1700 to 1800 on the spikes (1702-1809, for an exact example).

Hi magenta. You may need to go into your motherboards BIOS/UEFI and adjust the settings for the CPU fan curve so that the CPU fan is not revving up as much when the CPU temperature goes into the high 30's Celsius.

    What motherboard do you have?

Hi magenta, Welcome to WindowsBBS. ;).
Cooling fans do usually speed up and slow down on High end comps. If you can hear this and it is an annoying noise increase, I would venture to say the fan/s need to be replaced under warranty.
I've had CPU fans go noisy and the answer was to renew the fan with a better (quieter) one.

I don't think this is related to Windows 10 but to the hardware. When i use Speccy to monitor my system, it idles at ~34 deg C and a CPU fan speed of ~2200 rpm. A minimal load increases the temperature to ~38 deg C and the fan speed goes up to 2300-2400 rpm. This increase occurs within seconds and the increase in rpm is audible but under heavier load, the temperature goes over 40 deg C and the fan speed rises in proportion but is no longer audible. There is a resonance frequency (rpm in this case) where things start to vibrate and I believe that's the reason on my system and maybe the same on your system?

Download the manual located here, Support For B350 TOMAHAWK.

Once you have downloaded the manual, look for the BIOS option to adjust the fan curve and see if that resolves the problem.

Yes you can move the number 1 and 2 ball curves to match the stock picture in the illustrated link that you posted.

Going to have to call this solved. While my PC runs a little louder now, I don't have the annoying rev'ing up and down. I adjusted the lower two balls as illustrated in my previous screenshot a couple times, I think this is as good as it's going to get. I might buy a new CPU fan in the future and try swapping it in just to give that a go. The PC seems to run louder than I would think, but maybe that's just how it is for my specs.
