Windows version: 1607 64-bit (I have feeling it should be a higher number, but Settings/Update says it's up-to-date.
    The computer is:
    Processor: AMD FX-8350 8-core
    RAM: 8.0 GB

Trying to open the built-in calculatar app now results in this message:
"This app can't open - Calculator can't be opened using the Built-in Administrator account. Sign in with a different account and try again."

The above also applies to the weather app. I tried downloading MSN Weather advertised as "Weather app for Windows 10". When I clicked on the download button I got "This app can't open." It appears that the Windows Store is similarly affected. Under Settings/Accounts my account is "Local Account - Administrator". As such I should be able to access all apps on the computer.

I'm the only one using this computer, so I have disabled the Lock Screen, and Log-in procedure, so booting up gets me straight into the Desktop, bypassing log-in, so there is no way to log on to another account as suggested.

Before the latest update (late last week) all was well. I've run sfc /scannow, but nothing was found. Has anyone any idea what's gone wrong, and how can I get it put right.

I would run Troubleshoot. Start > Settings > Update and Security > Troubleshoot > Windows Store Apps.

Thanks retiredlearner. However There is no "Troubleshoot" option on the Update and Security page. I tried "Search", but although the search pop-up works, it will not accept any input from the keyboard.

It's the 5th entry down on the LEFT side when Update and Security opens. I've just checked 3 of my comps and Troubleshoot is in the same place on all three.

There is definitely no Troubleshoot item there. I finally found it using the old Control Panel, very familiar in XP. The problem was found to be the User Account Control was switched off - the troubleshooter fixed that, and now I have the weather app back, and also the calculator. Annoyingly, the search feature still refuses to accept input from the keyboard.
Thankls for your help. This issue will now be marked as solved.

Did your Troubleshoot return to its normal position?

Are you set on Auto Updates?
    Are you on Metered settings?
Have you paused updates at any time?
You will need to get to update to version 1703 and OS build 15063.608 to possibly get the same program settings that I have.

Yes, I am on Auto Updates. The last one was 1607 on September 14th. The updates page says it is up-to-date.
No, I am not on metered settings.
    Updates are never paused.
This may be an important point - I am using the "Home" version!

No, my HP 1000 Notebook is running W10 Home 64bit - Version 1703 - OS build 15063.608. Cumulative update KB4038788 was installed on the 14/09/17!
You will need to keep checking WU to get the newer updates.

    Thanks for that.
I investigated the version number you quoted, whick is dated September 12th, and noted the quote at the bottom:

"Windows 10 is a service, which means it gets better through periodic software updates.
The great news is you usually don’t have to do anything–updates automatically download and install whenever they’re available.
    How to get this update
This update will be downloaded and installed automatically from Windows Update."

As it was issued only 12 days ago, I will wait a while longer for it to be automatically installed, as promised. I know not all computers are updated at the same time.
The official comment about Windows 10 getting better is a moot point!

Many thanks retiredlearner for you comments and advice.

Just had another Cumulative update installed on the Notebook. KB4040724 which makes the build 15063.632.

Removed extra zero from KB. My bad.
