I have Windows 8.1 and IE 11. Im trying to upload a picture to be utilized with my account. I have several icons/pictures that all have a .ico file extension. But when I go to accounts > change picture > browse, I'm taken to what looks like the black screen when you use start screen > scan. I go up to the icon folder the folder is found but no individual icon sub folders will open. Any thoughts?

Hi fmed4, Start > Control Panel > User Accounts > Make Changes to my Account in PC Settings > Account Picture > Browse > There is a black background with THIS PC Pictures > Go Up > Select Album > Bottom right of screen > Choose Image.

If you can't don't have the above appearing, you may not have any stored pictures.
Where are your .ico files stored?
Alongside THIS PC there should a Down icon. This enables you to find where your file is stored. Neil.

I have the folder with .ico file extensions in the THIS PC > pictures. I have labeled it ICON. After browse I do get taken to the black screen THIS PC > ICON. I open it and all of the subfolders with all of the choices are shown with all of the correct tile names. But when I select any of the tile choices it opens with THIS PC > (my chosen tile ), but below it reads " There are no files and folders in this view . "

I'm at a loss because it works for me as per my details.
What I did was Download icons from a web site and I didn't rename them.
    here is the site:http://www.iconarchive.com/tag/ico-files
    They are .ico files. Neil.

My Browser is FF - haven't tried IE yet.

Although I haven't been able to find any definite answer to this, my WAG would be that you can't use an .ico file for a Windows 8 user account picture.

I've just Renamed an .ico file (to Icon) from my Download Folder copied and pasted into Pictures.
Start > Control Panel > User Accounts > Make Changes to my Account in PC Settings > Account Picture > Browse > There is a black background with THIS PC Pictures > Go Up > Select Album > Bottom right of screen > Choose Image.

It appeared in my user account as the .ico file I had originally downloaded. Neil.

I tried it, and as expected you can not select a .ico file (isn't even displayed).

Now, if you saved the image (icon from your link) as a .png file, you can select it, as the png file is a picture format.

Thank you Arie and everyone else who responded. Yes I tried a .png file extension image and it did work. It was recognized as an account picture. Much appreciated.
