I'd have to answer yes, it's not down to the OS developer to supply drivers, that's the hardware developers job.

Are you having any particular issues?

the system that i built: core 2600k and DP67BG(mobo) has the usb ports active. i did not do anything other than install the OS. if your system is supposed to have it and it doesn't, check with the mfg for the drivers

YES, the PCI express card came with NEC drivers and I installed them. I'm having an on- again-off again situation with the system recognizing two 3.0 external units - a blu ray writer and an external hard drive. I un-installed the drivers and win 7, Pro did not install drivers on the re-boot. Had to install the NEC drivers again!!!!! Thus, my question of "Does Win 7 have USB 3.0 drivers or not "!!!!!

Lets start by answering the question: Windows 7 does not have USB 3.0 drivers.

It couldn't, as Windows 7 went RTM on July 22, 2009 while the first USB 3.0 consumer products were announced and shipped by Buffalo Technology in November 2009.

The specs for USB 3.0 had been released in in November 2008, while Windows 7 released Beta stage in December of 2008.

And neither does Win 7 SP1. Though USB 3 support is expected in Windows 7 SP2.

Just to add to the O P, as pointed out Win 7 has no USB3 drivers, but like in my case with ASUS USB3 Motherboard you have drivers on the installation CD with the rest of your Motherboard drivers. The USB3 drivers need installing if you wish to use the USB3 function of your board.
The drivers that come with the ASUS board are:
Renesas Electronics USB3 Host Controller drivers, I have read in several articles that the NEC drivers are very problematic with Win 7.
