Windows 7 Control Panel

    As I can find no specific reference to your issue on Google as I see it you have 2 options ....

    System Restore to a point in time prior to the issue arising, or ....

    A Repair Install

    It’s possibly caused by a corrupted entry in Control Panel. Using Windows Explorer, navigate to \Windows\System32 and display the files as Details. Right-click an empty part of the window and select Sort by > Type. Scroll down and select all files with .cpl as the extension. You may have to Show Extensions in Folder Options > View Tab to see them.

    Create a folder, say, TempCPL in Documents and drag all the .cpl files to it. You probably will not have permission to move the Microsoft ones but it’s almost certainly a third-party one that is causing the trouble. Open Control Panel to see if the problem has gone. Move them back one by one to detect the cpl file responsible for the problem. The culprit will be the last one moved back that causes the Control Panel to actually fail. Move that one back to TempCPL folder and all the other remaining cpl files in the TempCPL folder back to the System32 folder. Now confirm that Control Panel still opens and works, minus the .cpl file known to be defective, which is in the TempCPL folder. If it is a Windows one at fault, there are copies of most of them buried in the \Windows\ sub-folders.

    Petec has sent me a message concerning Windows components which does not no open.
    I have created a file "TempCPL" but do not understand how i can move them back if they are not removed before from System 32. I apologise for my meager computer knowledge and insufficient English language.

    You could do a System Restore to a date prior to this problem showing.

    Also, check the System log in Event viewer (under Windows Logs) and see if there's any error logged around the time you try to open your Control Panel.
