IE: Enable most visited sites on new tab

I want to enable the most visited sites screen when opening a new tab. I once had it enabled, but lost it after reinstalling IE. I have added the Google toolbar, but can't find the option for enabling this feature.

 

Well, it helps me see that there are others having the same problem. I've followed the advice from Google listed on that thread, but the problem is I don't have the option that Google says I should have in order to restore the option. I've joined the thread you supplied, so if someone there figures it out, I'll be notified.
