Windows Vista can not manage account in Vista ultimate

    I have a problem with Vista Ultimate, The system ran well before I add a window service. Then I can not manage the user account. The option activate or deactivate the user account control just deactive. The selection of run as administrator does nothing when I want run service manage or task manage, I get a message "The specified service does not exist as installed service"

    I need help.

    The service is just a internet navigation control I developed, reminder the user how much time reste for him to continue to use internet. I don't think that's the problem.
    On the user status, I'm still administrator, but I can do nothing to run any system application. even I can not uninstall my service by installutil /u command.

    How can I get my administrator power?

    Do a system restore prior to making the changes that fouled up your system.
