system restore error: "A RUNTIME ERROR HAS OCCURED IN LINE21.."

hello,i was wondering if some1 might know how to fix this problem....
Tuesday night i logged off my MMORPG..there was a windows update..malicious software removal tool..i updated restarted as advised and proceeded to watch the wire on nero...wed morn i wake up and cant connect to the www. the other 2 computers in my home are able to go online just fine..so i fig i just do a SYSTEM RESTORE...when i open start..accessories..system tools..system recovery i get the msg A RUNTIME ERROR HAS OCCURED IN LINE21..DO U WISH TO DEBUG...if any1 has any info on how to restore my pc or get back online please advise...ive done everything i know how to do from new cables to router to straight into modem i cannot ping anything and all sudden there an error in system recovery..i cant help but think it has todo w/latest update but idk please help me if u can ty ty ty in advance
