We all know how it works; a balloon tip pops out and so does the taskbar and they both stay there until you give the little balloon b*stard some attention.
Brainstorm: I decided to disable balloon tips, which I did and balloon tips are no longer seen; but, the taskbar (which is set to autohide) still pops out any time a disabled balloon tip would have. And this is worse than balloon tips because it stays there until it decides on its own to go away, which may be anywhere from a quarter minute to two minutes.
Because of the way I have my taskbar configured and all the 'stuff' that is on it, this Windows behavior actually makes it impossible to work as it covers a large portion of the screen.
I want the taskbar to pop out ONLY when I move the mouse to the edge of the screen. Is there a way to accomplish this?

I tried all possible fixes at the link; but, there is no change in behavior.
This problem is actually worse with balloon tips disabled because there is no balloon tip to dismiss so the taskbar just sits there in my way until the disabled balloon tip times out. This can be anywhere to a quarter minute to a minute and a half.
It appears this problem will be fixed only when I get to the root of what is triggering balloon tips. There has to be some setting somewhere that triggers the balloon and then some other program that supplies the balloon's text. There has to be a common denominator, a pass-through point somewhere in the code or registry that can be eliminated. But, I'm not a programmer or a registry expert so I have no idea where to start.
