Solved: What worked to stop this repeating update was to install the update manually. Download the update from Microsoft, saved it to my desktop, and then ran the msi manually. Reboot, log in, reboot again. This finally made this repeating update go-away. This update loaded and reloaded 13 times, until I did it this way. Your mileage may vary. dr

Some solutions that I was presented with, but would not work. So you avoid the attempts that I did:

    - suggested to download the update, and install in safe mode.
Ooops: the installer will look for an update service that is not running in safe mode; it will fail, suggesting you run it with windows running normally.

    - Microsoft suggests you look for the log file under the windows directory, look for the file called "KB954430.log "
Ooops: if you use a wild-card such as *954430*.log" you will find that the log file is actually "msxml4-KB954430-enu.LOG" In my case, the log showed it had been installed successfully, but was still presented with repeating options to install.
    Run, type %Windir%\KB954430.log
    But did find msxml4-KB954430-enu.LOG

    - Microsoft suggests you look at the install history, both from the windows update page, as well as from the add/remove to confirm the update had been installed.
Great pointer: showed me that the update had been installed 3 plus times, all successful.

    - Something extra I did; I ran system restore, and did a scan of checkpoints, give that each install of KB954430 (and other updates) creates a restore point.
Great: Found that this particular update had been installed 14 times over the last 2 weeks. Therefore, I was right to find a solution.

Thanks for your post, any users having problems with the KB954430 update should try this.

In fact, there have been other updates that failed when run automatically, but succeeded when downloaded & then installed 'manually'.
