No Picture Resize Windows in Explorer

In Explorer, right clicking on a picture opens a menu which includes "send to mail recipient". When activated, the option window to resize the picture is supposed to appear. Then when that is selected the e-mail window opens up.

My option to resize the picture no longer appears. Instead I am sent directly to the e-mail with the picture attached unchanged.

What happened and how do I fix it?

Scroll down to line 269 on the left, to Enable resize Graphic-Send To.

To use the Regedits: Save the REG File to your hard disk. Double click it and answer yes to the import prompt. REG files can be viewed in Notepad by right clicking on the file and selecting Edit.
