I'm working on a Toshiba 1805-s254 laptop that won't shut down normally. I have to use the power button. I have no virus, mal or adware. I been through the registry and don't see anything off hand that is suspicious as well as using a registry cleaner. I have heard that service pack 3 might have something to do with it but I haven't got to the point of uninstalling it yet. Any suggestions?

What does it do/doesn't do when you attempt to shut it down inside Windows?

Try shutting down all backround programs that are running in the system tray and then perform the shutdown. If that doesn't work then restart the computer and boot into safe mode by pressing the F8 key on startup and selecting Safe Mode. Once the computer boots into safe mode try shutting down there. Let me know if the computer hangs at shutdown when you are in safe mode or not.

Am I reading correctly that a registry cleaner had been used? If so, maybe something got tossed that didn't need to be. If nothing else, might try System Restore.

I had the same problem with Vista Premium. The shut down problem was caused by Norton 360. Since I did not want to ditch the newly bought program, I shut down first Norton before shutting down my PC (with Zone alarm I disconnect from the internet before shutting down Norton).

activate verbose ( http://support.microsoft.com/kb/906485 ) and post again telling us on which specific step is stopping

I`ve encountered several system that were having this problem and most of the time the message was "closing network connection" ... and this happened after everything worked fine with several restarts / shutdowns

as far as i saw the problem was ( in my case ) that the systems where prepared for a remote location and the system was trying to close some network connections and because before the "last shutdown" their IP was set for the remote connections, they couldn`t get to domain controllers or ... other system to close the connections

one way i`ve "solved" was pushing very shortly the power button which in 3-10 seconds was launching a forced shutdown.... this works on 80% of systems ( happened to more than 30 for me ... :( )
