All you need is a firewall. Applications need an open TCP/UDP port on your computer, and firewalls always make sure to block any that you don't use. Better firewalls also allow you to monitor what is running on all open ports as well.

You can also use a port monitor such as TCPView by Sysinternals to see open ports, what is using the port, and the traffic through the ports.

Those are the best free firewalls I know of. You can secure your computer with them, but I'm not sure how to monitor every accepted/blocked connection or packets with them (I never used them much). Also, if you have a router for your cable connection, chances are that it has a firewall built in as well.

Only if you had a firewall that logged it! If you have windows firewall running and logging enabled you can check that. http://technet2.microsoft.com/window....mspx?mfr=true
