trying to make desktop wallpaper a personal photo

    I had a picture on my desktop backtop from my documents pictures. It disappeared and now I can not make my desktop into a picture. When I open my display properties and click on desktop, the word "background" is light and I can not scroll on my picture options. The word "browse" is also real light and won't let me click on it. When i try to click on an actual picture and set as my desktop, nothing happens. I've tried just about everything. I hope that someone can help me!!!
