Where to Find XP Internet Explorer Help

I am running XP and I cannot open more than one internet explorer window at a time. If you can please help me or tell me where someone could help i would appreciate it. thanks

Internet Explorer and
tools~internet options~advanced~ and uncheck the "reuse windows for ...." should force a new page whenever you click on a link.

As for not being able to open more than one window at a time, no idea unless you are set to "group" things on your task bar and have multiple IE sessions but only see the one graphic at the bottom which contains the group.

Not sure exactly what behavior you'd see if you have locked the taskbar.
