Developed Microsoft problem with Data Base

Problem started with operating system not loading. Fixed problem by reloading Original Windows XP Home Edition Operating System that came with my Dell 4550 Computer. This took care of starting problem but created new problem opening or saving files to/in any data bases. When I open a file in a data base or try to save I get the following error: "The Procedure Entry Point GetIUMS Could Not be located In The Dynamic Link Library MSDART.DLL". My software provider provided me with a microsoft link where I copy %windir%\system32\dllcache\msdart.dll to the followin location %windir%\system32 as a workaround to this problem. I have tried this workaround over and over and it does not fix or change the problem.
Can anyone help me fix this problem? I am a Real Estate Appraiser and not being able to access my data bases makes my computer useless. I also tried reloading Microsoft Operation System over again, I have tried reloading my Real Estate Program over again, and I have tried Microsoft's Fix over again, with no luck.

I'm not clear on this point: I have tried reloading my Real Estate Program

Does this mean re installed the real estate DB software, or do you mean reloading the files? In most data bases the software is embeded in the data files themselves. If there is an OS re install, the software, quite apart apart from the files, have to be re installed to Windows.

Does any other software that you have work?

Hello and Thank You for your comments.
In answer to your question: I tried to reload the Real Estate Program software after reloading the windows XP home edition operating system to try correcting this error problem. This ERROR has affected access to this programs data base as will as all my data bases. I cannot access or save and files out of or into any data base with getting the ERROR MESSAGE "The Procedure entry point GetIUMS could not be located in the dynamic link library MSDART.DLL. I recees this error message when I try opening any UDL file.
