Start by running chkdsk & emptying all your TEMP folders.

Temp files in Documents and Settings ....

    Start > Run > type in %temp% > OK

    and C:\Windows\Temp.

In both cases there will be one or two files which cannot be deleted as they are in use. Best sort by date and select those of yesterday or earlier for deletion.

C:\DOCUME~1\User\LOCALS~1\Temp contains 13 folders, besides .tmp files.
Does i need remove all of them? Is this safe, and is there a necessity for?

Usually I clean MSIE 'Temporary Internet Files'.

The folders are temporary folders - they are safe to delete, but check them out just in case you recognise something that you may wish to keep. Those that may be needed by programs on a temporary basis will be recreated when required.

Is there a sense clean temporary files from %temp% directory?
Better system performance, etc?? I clean Temporary Internet Files in Internet Explorer only.

Yes. removing all the junk helps for Windows to find the correct file & space to write these files.
