Unfortunately, that didn't resolve the issue either. This may be an issue with the task bar as opposed to the language bar itself. I'm not sure. I think dragging the language bar to the taskbar should dock it to it, but like I said, it just disappears and loses all functionality (for instance, I can't change languages by ALT-SHIFT'ing).
I just tried a bunch of registry fixes, and something fixed it. I think it was the Address, Language, Media Player, Links: Restore link. Thanks for the help.
