New mainboard & unable to boot xp

Have installed new cpu and mobo, computer will boot up as far as looking for boot disk. Floppy or CD. Loads up to a point then the dread blue screen with following details on.
error code 4
Unable to load SETUPDD.SYS
This happens both with the cd & floppies.
I have installed service pack 2 & have 2 hard drives.
Any ideas would be appreciated

Thanks to both contributors will start changes at weekend when more internet time available.
I had a feeling that the orig cd had problems with sp2.
Will post details when up and running
