After booting the PC, the screen to log onto user account appears, but freezes after a user account is chosen. I can access via Safe mode.

Can anyone suggest whether this may be a software or hardware problem and offer any solutions.

Ive heard that the Background Intelligent Transfer Service can cause this problem and stopping the service can resolve it.

If you disable the Background Intelligent Transfer Service... Windows Update will no longer function.

Have you updated any 'drivers' or added any new software? Added any new hardware?
Does this happen before or after you enter your password?

You could try going to a previous 'restore point' in System Restore and see if that corrects the problem.

True but then he can at least log on to his computer. Then restart the service and download the latest update to fix the problem.

More often than not this problem can be attributed to a video driver problem.

A restore to an earlier date could fix the problem, also through device manager you could do a 'rollback' on the video driver.

Virus, and or spyware has been known to cause this as well.
