hi,
every now and then when I connect to the internet, all the programs that are running work fine. But if I try and open a new program, nothing happens. Then 10 minutes later all the programs I try to open suddenly all open.
I have no idea what makes them so slow to open because it only happens when I am on the internet, and only happens sometimes.

If Steve's suggestion doesn't do it, it might be a software conflict. You will have to do a series of selective disabling of software to find the culprit.
The next time this happens, make a list of what's running and run them thru these sites to find out what they are:

I still don't seem to be getting anywhere and it is still annoying me every single time i go on the internet. The strange thing is, one application will open and that is Windows Picture and Fax Viewer. I have no idea why that would open but not other programs?
I hope i can fix this problem although it is okay just to open all the programs I might use before I connect.
Check your AV program to see if it's perhaps scanning your drive which may sap all of your processor. Also check any possible programs that may be accessing the Internet for updates such as Windows Auto Updater.
As a quick test, run msconfig and open the Startup Tab and press the Disable All button. Reboot and check for effect.
May also be a virus or malware - check with latest signatures.
Have you looked at the Processor activity level in Task manager when this problem is present?

I can't, although see what is taking up the processor while the problem is happening, because the Task-Manager won't open as well!
I CAN open the console while this is happening though, so is there a command for XP HOME to view a tasklist from the console?
