Windows Installer

I need help. Please anybody who is knowledgable in this help.

I tried to install Diskkeeper trial version. I couldn't install it.

I got message "Windows Installer unawailable and that is possible only if you are running windows in safe mode ..." or something like that .

What do I do? Should I repair Windows? How do I do that? I am using Win XP Pro. Thanks
