Hello recently I was attacked by some virus/malware I think and they were fake virus scanners that blocked my access to the internet. Each time I deleted one another would reinstall itself. Some that infected my computer were:
    -Antivirus Suite
    -Vista Virus Tool 2010

Stuff like that with icons on my lower right bar by the time which wouldnt let me exit them. After using many different virus scanners that wouldnt work through transfer from my laptop to the infected computer via an iPod as a flash drive, I tried using AVG again and this time luckily it found some Trojans and deleted them. I no longer get the annoying pop ups but I cant connect to the internet though on the lower right icon says I am connected to a network. I tried going into control panel and it wont load the network thing.

The computer that is having trouble has the following specs which this was found under system:
    -Windows Vista Home Premium (OS)
    Processor: AMD Athlon(tm) 64 X2 Dual Core Processor 6000+ 3.00 GHz
    Memory (RAM): 2942 MB
    System type: 32-bit Operating System

I hope this info helps also while trying to remove the virus/malware I used Hijack and I stopped a process I think that it said was connected to one of the fake scanners. This might be the problem as well

You use another computer to download the files & transfer them via a USB stick.

I did that and now I dont know what script blockers are. I tried using noscript from google to disable the script blocker but that didnt work. The dds screen just shows flashing bars from the left to right and then it closes itself. Also, is this the best way to contact you for help? Sorry I dont even know how to comply with the forum rules to post a proper thread.

Something you should check is that it is not the firewall that is blocking the connection. Try disabling the firewall briefly.

There may be other reasons. Could it be set to use a proxy server? Try pinging your ISP. If you phone your ISP's support, they might be able to help you check the basics.
