Windows Vista Windows Defender Won't re-activate

I am trying to reactivate Defender and One Care but it will not allow me to do so, I get an error telling me that I have to change the group rules but cannot fiind any suggestions offered by microsoft that I have not tried and failed to fix through windows Vista help system. I did a Onecare cleanup as suggested so that I could reinstall it and the following is the report that was given. I have a list of about 20 other reports, but I am on the verge of just forgetting it altogether;

I appreciate that, I don't either, but they have you cannot change the startup without going into it unless you use another program that has that option like Advance System Optimizer, but I use AVG, Ad-Aware, and Avast to take care of my computer security. I just like to run a different program every couple months just in case I pick up something that may have slip[ped through, but I did use the one you mentioned and it worked fine.
