What I would do is to go to the modem manufacturer's website and get a good set of Vista drivers. If the modem manufacturer does not supply Vista drivers, you may be able to find "generic" drivers for the chipset on the modem.
After you have some drivers (you will need to transfer them using a USB drive or burn them onto a disk), I would go to Control Panel -> Programs and Features and uninstall anything related to the modem. Go to Device Manager and uninstall any modem related hardware (apart from the modem itself, there might be something like a "Voice Modem"). When you reboot, follow the instructions for installing the modem (if the Add New Hardware wizard runs, you might need to click Cancel and run the modem installer when you get to the desktop). You should read the installation instructions before uninstalling, but if it doesn't work, you can go through the uninstallation and try again.
If you are hesitant about uninstalling, keep in mind that it doesn't work now, you won't make it work by doing nothing.
