Evan - Welcome to WindowsBBS

First step - check the scroll settings in Control Panel > Mouse. There should be some tabs there for the touchpad - Synaptics? If all is well there reload the drivers for he touchpad - you will find them on the laptop manufacturer's website under your specific model.

If you can't find them post the make/model no. of the laptop.
