Post Installing Sybase ASE 12_5 on Vista business

Hi,
Trying to load ASE 12.5 on Windows Vista business, and it seems not to be accepting it. One of the instances of the server is not given a place in Windows Services Manager.
When the XP is not running, configuration of AS becomes problematic. If I further clarify, I specifically want to change the sort order to "dictionary order case insensitive", and this is for it to enable me load my dump which is in the same sort order.
Going to the services on the Windows service manager, I can start all the other instances but not able to manually start the XP server.
If I use Server Config to it either, it would not also take effect or save.
Please help me.
