Winmail.exe errors Outlook 2007 won't initiate

I think this is going to end up being a permissions problem, but I'll leave that to the experts. I have Vista, Office Standard 2007, IE 7. Here is the problem. I start up and I get the following error message from WinMail. "WinMail.exe could not be started. Your mailbox data is currently being used by another program such as virus scanner. (0x800C0155,2)" after clicking OK, I get another error pop-up saying "The file MSOE.DLL could not be initiated". I've tried to change the permissions by going to the hard drive, clicking on properties, going to security tab, clicking on all of the different entries, i.e. users, system, administrators. Going to the advanced tab...trying to inherit from parent. No luck. The reason I thought it might be permissions is because if I sign on under my wife's account, then it works and mail can be accessed, just not my email. bummer...
So, that is a bit of what is going on, hopefully that is a good start of info, any help would be appreciated. BTW, mail was up and working fine previously. I've tried to repair or even reload Office, but that didn't work either!!

i don't have office. -xp pro.- can you go into your wifes acct. tools settings if so it has -secondary manager- parental control's, pending requests. ?

did you check in control panel--user acct's to see if you were admin. ?

Yeah I did that...I even signed in under the other account and deleted myself and reinstalled new user as admin.

look at network connections-see if both have same settings ? properties. & recheck your OE mail settings

Well, my experience with Vista and Outlook 2007 has been short and not very good so far...but, one thing that doesn't change...the ability to delete and start over, which, coincidently is what I did. But on a brighter note, it works!! Thanks Dytrog for your assistance!! I appreciate it!
