'blank' instead of 'Open' in context menu

In my WinMe, the context menu of files is usually headed by 'blank' instead of 'open'. I KNOW this can be remedied (I have done it) for some instances by searching for 'blank' in the Registry and replacing it with 'Open'. However, I can only identify very few of the 300+ occurances of 'blank' in the registry; many seem to apply things other than the first item in context menus. So how can I restore 'Open' as being the default first entry in context menus (rather than 'blank') ?
