You are trying to install Win ME, correct? I might expect the Win ME disk is an Upgrade version. It will ask you to insert your pre-upgrade disk for verification that you are upgrading from a previous version.
That CD will only install where Win98 is already on the system, or you have a Win98 installation CD. You would swap out your WinME CD with the Win98 CD during ME installation when prompted.
