You can try either
Depends on how much programs and stuff you have to reinstall and set up
Windows 98 goes over the existing install , does not delete anything ( as in xp with my documents and the desktop) so you will not lose anything.
If you have not done anything major you should be ok and this is a less aggressive first step.
If things have been janked out the reinstall will not always fix it.
I had a group of stupid kids who got windows 98 computers to play games
They were not on the internet at that time.
The other person who was working on their computers told them or removed internet explorer by deleting the whole directory ( like ripping out a cancer)
The computers would not start windows and running a reinstall of windows 98 did not repair the startup.
You should try reinstalling as a first step.
Otherwise you have to hunt down the drivers
If the drivers are saved in a particular area ( like a folder save that onto a cd)
At the least make sure that you have the network card driver or know if installs native in windows 98 ( the intel cards do but have to be plugged into an internet connecton)
Copy the install cd over to the hard drive and the install will go much more rapidly.
By the way I noted the story above about the removal of internet explorer is that
1) shows what bill gates can do to you
2) The parents were made at me and overly demanding. Go figure. Spoiled brats.
