Why MSXML ??

I'm confused. Perodically my system goes into an update mode and I guess MS takes charge. In the last few weeks it's downloaded MSXML 4.0 Parser SDK which seems to be some sort of development tool. I don't develop. I removed it once and it came back again. Do I need it? Should I let MS down load anything they want ? In the past I've gone to Windows Update and down loaded all critical updates. If I want to have only critical updates how do I stop MS from grabbing control on their schedule ?
