When I go to system configuration utility...start up.. there is a
PCCPFW.exe there but I can't find it in my windows to remove it.
It seems to stop me from downloading anything.

I'm not familiar with that firewall, but any firewall is better than none. It is important these days to use a firewall if you are going to access the internet. If you do remove the one you have, I encourage you to replace it.
PCCPFW.exe is for the PC Cillin Firewall. Go to http://scan.sygate.com if you want to test it. I use an older version of Kerio myself, some others like Outpost.

I don't have it in my program files, is this firewall of any use I currently don't have a firewall intalled , this is a new computer and haven't installed anything but AVG
Go into Control Panel, Add/Remove Programs, and see if PC Cillon shows up there.
Do a Find for the file PCCPFW.exe, see if it shows up.
system configuration utility...start up.. there is a PCCPFW.exe there
If there is a check next to that entry, and you don't get an error when windows loads, you most likely have the firewall installed, and it's working. If it's unchecked and you still don't find any other references to the program, ie; add/remove, a folder or file, it's probably a leftover entry from an uninstalled program, and something else may be interfering with your downloads.

New to you? Having Windows 98, it must be. This entry came from an installed program, and wouldn't be on a new computer or even new installation of the operating system.
Thank You all for your help...I couldn't find the program but I found
the cd for the motherboard and PC-Cillin was there so I installed the program, it seems to be working better now.
