Windows Messaging

What is Windows Messaging and can I delete it. The files are dated 1998 and I don't think I have ever used it. Thank you

If you do not want the messages or the program, there seems no reason to keep them/it.
BTW--Do not confuse with Messenger Service, MSN Messenger and whatever else.
