When do you get this message?
Do you ever see the message "Starting Windows 95"?
Any network cards?
Any message concerning files not loading or found, such as mentioned in the System.Ini or registry.
What info can the borrower give you?
Any more information you can give will be helpful.
If you used the Windows 95 Start floppy to get into Windows, that is not what it is designed to do. It only gets you the command prompt, you know what that looks like now.
Yes, I get a Windows is now restarting message on the monitor, but then nothing happens. Each time I try to enter it only says "Bad command or file".Think the system is corrupt?
This message can occur if dos mode program is used, and switches to dos mode, as though windows is not running, but a small part if it is, then the program is exited, and windows restarts. You have got a bad restart when exiting the dos mode program, which can occur if the computer is shut off during this process.
This is completely different when booting the computer and you see Starting Windows 95.
This could also be a computer that went into Standby and power was shut off during this state.

What are you entering?
Try this command first if you are able to type in anything at the prompt; win /w
This may help if the condition in the first paragraph applies.
If that doesn't work, do this one; win /d:m
Gets you Safe Mode.
In either case, if windows boots, go into the Device Manager by right clicking My Computer and selecting Properties. Look for any yellow splats. If nothing, Shut Down, make sure Shut Down is the selected option, not Restart or Restart in Dos Mode.
If any of this does not work, you may need to reinstall windows, but wait to see of any others here have any ideas.
