My start button and toolbar moved!

Hello,
My start button is missing...my toolbar has moved over to the right side of the screen. It used to be down at the bottom.
I tried dragging it back down, but it won't move.
Also I won't be able to turn my computer off now that the start button is not showing up?
I think my kids must of done something to my compyter today when I was at work.
Can someone help me?

Find an empty spot on your toolbar, left click and hold. Drag it to the bottom. It doesnt appear anything is happening, just release the bottom.

SuzyQ--Do you have a Windows key (between Control and Alt) at the bottom left of your keyboard? If yes, click it and you should get the Start menu, including Shut Down. Perhaps everything will be back to normal when you reboot. If not, post back.
