    1) Does anything other USB device work on the same USB port you're trying to use?

    2) Is the external USB hard drive a 3-1/2" or 2-1/2" drive? Most 3-1/2" drives require more power than is output by a single USB port.

    3) Did you try hooking it up to a different USB port? (Like one the back of the computer, instead of the front. Or if it's a laptop, one on the other side).

Can you check the power that the USB Root hub is putting out.

In Device Manager, expand USB controllers.

First check if there are any unknown devices connected to any of the USB ports.

Right click on any USB Root Hub and select properties. Now select the power tab. Make sure that it has 500mA available to it. If there is a device connected, it'll tell you how much power that device is drawing.
