windows 2000 and dhcp

Several windows pro and xp machines are eating 3 ip's each from my dhcp server. Any ideas on how to stop it.

Do those systems that have more than 1 IP assigned to them have remote connections enabled?

They have remote connection

I had the user disable remote connection but he had to re-enable it to dial his home ISP (msn).

We disable rras on his laptop (did not know it was runnin) and that seems to have stopped the extra ip usage...
