Setting changes after power blackout

Hi, My mates PC was plugged into the power point but not on, and we had a blackout and now all the setting and his files have gone , you can import a picture to the desktop ( in Display) and it seems Ok but the desktop wont change and when you go back the check, it has gone from the list,
Also we can't change the home page in Internet Explorer, it just changes back itself. also when you right click an item or program and click " Send to" it is empty there is nowhere to send it , also no shortcut to the desk top.
All his Favourites are gone and My Documents is empty?????.
Any suggestions Please, Thanks Des.

Hi Sorry , it is Windows 2000 OS, . Also I can' find th "Send to " listing when you right click Start and check, on W98 I can open it and add where I want to send things to ?????

Hi Des,

Do the changes (loss of settings) occur after you have restarted the computer? If so I would expect that Windows cannot load the updated registry and is reverting to the last registry save that was made and that save is corrupted.

I would try (backing up) and restoring the registry to a date prior to the blackout.

Run Error Checking. Find "Error-Checking Tool" in the Start -> Help menu.
(I don't think it will be a solution, but also look at "System File Checker").

Since it may be due to a power surge when only the BIOS was operating. Try going into the BIOS settings at startup and look for a heading "Setup Defaults" or similar wording. If there is a menu "Autodetect Hard Disk Drive", run that. There should be a setting "Quick POST (Boot)", set this to disabled.
