Not knowing it was a critical system folder, I deleted all the files within the dhcp/files and dhcp/files/copy folder. Is there any way to get those files back without reformatting?

If you deleted and deleted files normally go to the RecycleBin, have you looked in there?
If no luck--
I think those are Win OS system files, so it is possible you may be able to reinstall by Start|Run|type sfc /scannow|OK. You probably will be asked to insert your Windows CD so have it ready. This is a method of recovering system files of fixing those that are corrupt. You are basically searching several places such as the Windows CD, the DllCache folder and the I386 folder. http://support.microsoft.com/kb/222193/EN-US
If that does not work, next would be to try to recover ("undelete") those files. As you probably know, deleted files really are still on the harddrive--at least for a while. Windows, however, thinks the space they occupy is available for writing other data, so you have to get to this quickly and avoid writing to the harddrive as much as possible. I would therefore suggest a program like Restoration http://www.webattack.com/get/restoration.html
Download it to a floppy and run from there to avoid writing to the harddrive as explained. There are many other Undelete programs, but Restoration is small enough to fit on a floppy.
